From Auftragstaktik to Comprehensive Approach – Key Leader Engagement in Strategic Communication

Kill, Capture … or Neutralize? How Operational Planning Changes the Language of Communicating War

ABSTRACT

The doctrine of warfare influences the way language is used. The reporting of the wars in Iraq and Afghanistan demonstrate that the effects-centric doctrines have started to transform the grammatical and lexical patterning of discourse. During the war in Iraq, both military experts and linguists have criticized the language of the Effects-Based Operations as complex and confusing. This article provides a cross-disciplinary perspective of the study of war discourses by discussing the linguistic characteristics of 21st century Strategic Communication as a reflection of current military doctrine and operation planning. The analysis suggests that the perceived complexity is a consequence of Effects-thinking, which has introduced the taxonomy of Effects into discourse, where they have begun to replace Action descriptions in clauses. The resulting abstract descriptions of strategy, operational art, and tactics means the information value of the clause becomes impaired. The analysis also suggests that this marks the birth of a new genre in war discourse.

Storytelling or Non-Kinetic Weaponry? – Strategic Communication from a Narratological Perspective

ABSTRACT

This article inquires into the practice and theory of Strategic Communication (StratCom). It suggests that, while narratives are a crucial concept, StratCom continues to rely more on communications theory than narratology and a better knowledge of the latter would make StratCom more effective and would help users avoid current pitfalls. By creating a ‘storyweb’, a network of interlinked stories, instead of a rigid structure of themes and messages, StratCom could unleash its full potential and could embrace the plurality of narratives and passions involved in storytelling.

An Information Operations Roadmap for South Africa

ABSTRACT

The latest arms race can be considered to be information-based, revolving around Information Operations (IO). As with any developing concept, there are innovators, early adopters, and laggards. However, complexities in the constructs of IO result in a number of potential adopters struggling to implement their own brand of IO. A modified Capability Maturity Model is proposed and applied to the case of South Africa. Using guidance from previous studies and publicly available documentation, capability gaps for IO in South Africa are identified. Based on these gaps, a roadmap for developing IO capacity in South Africa is proposed.
