Integrated Strategic Security Communication: Constructing a Framework Using Design Science Research

Abstract:

The state’s internal and external security can be promoted by means of strategic communication. Deterrence signalling aims to secure the state’s sovereignty by convincing adversarial actors that aggression will not be profitable. Although these two forms of state-led communication have much in common, deterrence signalling is usually studied as a separate phenomenon. This study aimed to determine whether there exists a unified core narrative for both deterrence signalling and strategic communication. The key finding is that a unified narrative creates clarity in state’s security policy. Different aspects can be emphasised depending on the target audience.

Sovereign Citizen Rhetoric as Narrative Warfare

Abstract:

Sovereign Citizen rhetoric is a security issue in Australia, linked to the incitement of violent extremism. Amplifiers of Sovereign Citizen rhetoric argue that government institutions are illegitimate, and individuals are not subject to the law. This article seeks to frame a question for further research in relation to the Sovereign Citizen security threat: can Sovereign Citizen rhetoric be understood as weaponised strategic narrative? If Sovereign Citizen rhetoric is weaponised strategic narrative, should governments of liberal democracies, such as Australia, frame policy responses on a narrative warfare platform? It is argued that anthropological analysis can be applied to address these questions.

Reframing the Narrative of the Global War on Terrorism

ABSTRACT

The election of President Obama has created a unique opportunity for the United States in the Muslim world. President Bush’s over-aggressive tone played a large part in alienating opinion and fanning the flames of anti-Americanism, as Muslims felt that he was a warmonger and unwilling to compromise. Obama’s recent speech in Cairo showed his appreciation that a line must be drawn under this and a new approach taken. While key policy continuities remain, Obama is approaching these issues from a fundamentally different angle – he seeks, and appears to seek, engagement; Bush, too many Muslims, appeared to seek confrontation.
